Highways Study Area / Existing Conditions

Transport and particularly traffic generation are important considerations when planning a new community. In preparing the outline planning application, we worked closely with HDC, West Sussex County Council, Surrey County Council and Highways England to agree the scope of the Transport Assessment (TA), which supports the planning application and identifies any necessary improvements.

We undertook on-site observations and traffic surveys at the locations shown on the plan above to understand the current transport conditions in the area. This informed the TA, which looks at walking and cycling routes, public transport facilities and roads in the area, and works out how a new development will link in with each of these. The TA also helps to identify what needs to be done to make sure these local transport networks continue to operate overall as they would without the development.

The Transport Assessment:

  • forecasts how many trips the development is expected to generate, based on established databases and similar schemes.
  • calculates where trips are likely to be made to and from and how people are likely to travel.
  • identifies improvements to support sustainable travel and encourage as many trips as possible to be made by sustainable means.
  • assesses the residual traffic impact of the development. This includes modelling the operation of junctions and identifying improvements needed to accommodate the development.

The TA has informed Liberty’s planned infrastructure improvements to support the delivery of North of Horsham.
